More Control for League Admins (Game Customization)

Allow league administrators more control of the league and the ability to customize their league's game mechanics. Examples would be: Turn off and on certain types of fantasy points, Customize scoring tables (points per position), Customize min/max contracts length, Assign points manually (admins only), Adjust how much driver salaries fluctuate race to race, Turn off/on the one race rule, Decide on early release penalty, Turn off/on talent driver, Change talent driver price point.
